Zhuge Liang is hands down the smartest out of himself, Sima Yi, and Zhou Yu. Zhou Yu cannot even compare to Zhuge Liang, for he died due to the things that Zhuge Liang did, he wasn't even smart enough to avoid them. Sima Yi was better than Zhou Yu, definitely. I'd say that is how it goes, Zhuge Liang, Sima Yi, and then Zhou Yu. Pang Tong is better than Zhou Yu, but not on the level of Sima Yi and Zhuge Liang. His inadequacy led to his demise in Shu's campaign to take over Liu Biao's lands, his emotions led the better of him, he thought Zhuge Liang was trying to downplay his skills, so he rashly got the attack to occur anyways, and was killed for it.

Jiang Wei is possibly the third smartest, or on level with Sima Yi. I'm unsure about the rest of these.

He acted good when Zhuge Liang went with Da ji. It was cool when i saw the little movie about Zhuge Liang betraying Da Ji. He was really clever.

Zhuge Liang. Only reason i said him is because I have constantly read bios and other such things from this period, ad constantly I find he always outsmarted his opponant. Even in death Sima Yi feared the man. I think that says alot about him and his accomplishments.

Lu Meng, by far. Yes, the others were great strategists all worthy of a vote, but Lu Meng really shined in the time he worked for Wu. People often don't credit him with the intelligence he really had because they think of Liang, Yi, and Yu more often. He managed to outsmart Guan Yu and he constantly won the hearts of the people, which is a bonus to any strategy.

Second close choice is Yi, though, and then Xun.

Zhuge Liang because of his steadiness, he can keep cool under stress and such. Use many tactics such as ambushes, fire attack and use enemy momentum against the enemy.

Zhou Yu was really great with tactics and used many fire attacks to win battles and found weaknesses in the enemy battle lines. But is very hastey when under stress.
Atleast from what i read.

Sima Yi. Brillant. But seems to base his tactics on mostly siege. How to take down a castle fast. He doesn't seenm to have a plan for open plain battles or long battles. From what i read, he plans for short battles if a battle takes longer than expected, he will eventually lose.

Zhuge Liang may be revered as the best but who did he lsoe to in the end. Sima Yi. Besides Sima Yi's family won in the end, all thanks to him.

Sima Yi prevailed. Therefore gets my vote.
The Wu strategists don't really do anything amazing.
Although i like Pang Tongs humour.
