Care is the mark of a good leader. Some would probably disagree with me, but it's loyalty to ones troops and care for ones family that make a strong leader. By care, I am talking about not needlessly throwing peoples lives away. Sometimes there is no choice, but by showing your distaste in what must be done, the people you lead will think more of you, and serve you more diligently for it. Care for ones family shows that you have feelings, and care for ones troops show that you hold stock in them as individuals, not simply pawns to further your own goals.
Reading a book this morning I came to a passage. It talked about the leader of a particular kingdom in Faerun. (It was a forgotten realms novel) An old couple were talking about this leader, how he had played a hand of cards with the old man one time, and he had lost. Undaunted he asked the man simply "What do you want for winning?" The man told him a new roof for their house, and the next day the lord came with his own guards and worked to fix the man's roof, and then straightened his fence besides. After that, he had a feast brought that was enjoyed by his men, the family, and the neighbors.
To me, that right there is a good leader. He wasn't afraid to go and help his people when they needed it, nor was he a prancing sissy of a Lord that didn't want to get his hands dirty with physical labors. He fought side by side with his men in any battle, spilling blood and shedding his own to protect his lands, while at the same time taking care of the commonfolk that lived there.
I know this wouldn't be practical for larger kingdoms, such as those we see in Wu, Shu, and Wei. However the best leader is one that can relate to the people, and shows himself to be a hard worker and not someone that lays around growing fat on the efforts of his subjects.
That's mainly why I voted for Liu Bei. Of them all, he selflessly worked to protect the people, time and time again. He even felt remorse for when he had to take the lands of Shu over, and that's something Cao Cao certainly wouldn't have done. Neither would Sun Jian I believe.

Good Leadership isn't controlled by fear, example can be Castro (Erm, I spelled that wrong)
So Cao Cao, isn't a good leader in my eyes. Neither is Liu Bei because he is slightly flakeish. Sun Jian and Wu were the last Kingdom of the time, they made it that far, plus Sun Jian cared about his people, not just his children.

you know, about 11 people have voted on this and yet none of those votes have come to Wu, even though they have the most leaders. isn't that odd now?

It's not the amount of leaders, it's the value of them...or something like that... I voted for Liu Bei, since he DID crae about all his people, and his brothers, 'course, they weren't related by blood. He was also very justice seeking, and I liked that.

Cao Cao is realistically the better leader because he was an unbelievable politician, a good tactician and was no fool. Cao Cao had exactly what a force needed at that time to be made, he had ambition, charisma (to a point) and didn't have to rely on strategists and politicians to the extend Sun Jian/Ce/Jian and Liu Bei had to.
Cao Cao was head of a state and good to those who were loyal to him, these officers were leaders to the troops who they looked after in their own ways, and then the troops defended Wei land and took care of tyrants like Dong Zhuo and Lu Bu, therefore whilst Cao Cao himself was not overbearingly kind to the people (though he wasn't bad either) he did have right hierarchy of officers and troops to deliver the care that I saw was needed above.
Liu Bei was loved because he was openly generous, and claimed Cao Cao a tyrant etc etc, whilst he was charismatic in that respect it does not show too much leadership. Zhuge Liang was the real leader in Shu because he suggested and planned most of the ideas and plans, this is why I do not claim Bei to be a good leader, because he was too reliant on other people to do his work for him.
On the other hand Cao Cao was slightly more independent, he could see through a bad plan, and could alter things to suite his own perspective and was very kind to his officers for instance once claiming Xu Huang was the equivalent of (or better than) Sun Tzu
Well that's my take on it anyway, I think Liu Bei is too reliant on other people and too emotional, I think Sun Jian is an idiot, I think Sun Ce died too early to be considered a good leader, and I think Sun Quan was a competant ruler.

well, after actually reading the book (well most of it) i can safely say that without any doubt at all i still vote for Liu Bei. He won the support of the people and many great generals. I don't think anyone else could convince Zhuge Liang to join for example. while him being a nice person can be seen as a weakness, i think for him it was by far a strong point.
