Its not just killing him thats for sure.
You have to beat Diao Chan's muso mode to get him and maybe i think all 3 leaders as well but not certain about that. Anyway thats what me and yanos did and it worked.
Haven't figured out how to get red hair yet.

Oh well I have done Diao Chans and am in the middle of doing Cao Cao's so should be getting him soon. Is he really good?

You have to complete musou with Daio Chan, Liu Bei, Cao Cao and Sun Jian to unlock Lu Bu. I'm not sure if you can unlock Red Hare. I Just steal it from him at Hu Lao.
