i would say Guan Yu since he was a good warrior but also fairly intelligent, unlike Lu Bu and Gan Ning.

Guan Yu is the best of those three, it's virtually no contest.
Lu Bu is a good warrior, but he's also not that intelligent. After all, he was led around by his thing by Diao Chan. He was also a traitorous dog in the RoTK novel. He's given way too much credit in the DW series.
Gan Ning is just a pirate. And while he's cool and all that, he's also pretty wild and unpredictable.
Guan Yu wins, because he is loyal beyond a shadow of a doubt. Not once did he ever betray anyone. He served under Cao Cao, but this was only when he thought that Liu Bei was dead, and the moment he found out that Liu Bei lived, he left Cao Cao's service, laying down life and limb to single handedly escort the carriage bearing Liu Bei's female kin back to him, facing down a number of competent Wei officers in the process. Guan Yu is most definitely the best.

He has a great musou attack. You just have to politely ask the enemy soldiers to line up single file before you use it.
The best effect I've put his musou mode to is running in a tight circle around a group of enemies. Seems to work best.
Lu Bu's just a brute basically. There is no finesse, no tact, just brute force. Which is fine sometimes, but finesse can be more fun.

None of them are the best Zhang Liao is the best durr. But of them Gan Ning is the best. Lu Bu is powerfull but to stupid and Guan Yu is powerfull and clever but to arrogant.
