Emperor Ling
The long empty halls were soon filled up as advisors, politicians gather in the great speaking hall of the Emperor's capital, Luo Yang. The recent uprising of the Yellow Turbans had crippled the Han and cities and regions appeared to break off. Emperor Ling was no fool and he required to keep control. He had summoneed every man of significance to the table to witness a new change in the system. No longer would China be completely run by one governor and no longer would cities be run by prehistoric old men. A new age for the Han; one that would stop anything like the Yellow Turban Rebellion ever happening again.
"I welcome you are here today, you may sit."
Everyone quickly sat, remaining in complete silence to respect their Emperor. A short man, rather young looking and completely weak. Not a single muscle upon his body, obviously lazy and spoiled. Himself sat upon the throne that had been moved to the speaking quarters just for this occasion by the slaves.
"As you already know the Yellow Turbans reach their final hour - the last of their generals cling to a dying cause. However I haven't failed to notice the lack of discipline in this land. The Han has crumbled to such a weak regime - I shall revive it. In order to keep control I will dispense our countries gracious land to generals proven worthy of their efforts.
The Emperor clears his throat before continuing. The audience remains in silence. Any who spoke out would and probably could be sentenced to death for such insolence.
Cao Cao
"Chen Liu, a small city in the plains will now come under control of the son of Cao Song - Cao Cao. A general who had proved himself countless times and will obviously not let us or the court down."
Yuan Shao
"Nan Pi, Will be finally proclaimed to Yuan Shao, after his ancestors have served us for many years I believe it is finally time to reward them for their grand efforts. Such loyalty to the Han does not go unchecked."
Sun Jian
"The Lands of Wu will be given to the Southern leader, Sun Jian. The only man worthy in the south. He doesn't follow the traditional barbaric ways of his people and has proven his loyalty."
Dong Zhuo
"A man who has been more then capable for a while, Master Dong Zhuo. Loyal to the Imperial court and a ruthless warlord. I grant him the lands of the West, An Ding and Tian Shui."
Gongsun Zan
"The clan of the North, well known for repelling countless rebels, finally I grant them the lands they have longed for; rewards for their efforts."
Liu Bei
"Finally, this may come as a suprise to you - but a simple man. Liu Bei has proven himself to the court recently and I grant him a land towards the south."
The Emperor finishes, unsure if this is the correct decision; but with the Han on its knees. He is required to draw the powerful generals away from eachother and to regain strength. Giving the lands to them may provide loyalty towards the Han, but it could also suspend them against the Han to take more through greed.
"Upon these terms; if the lords wish to recieve their lands then they have to agree to two terms. They will serve the Han with the upmost of Loyalty and that expansion will not begin until after the Yellow Turbans are put down."
