Yuan Shao was on one of his daily walks through Nan Pi when he noticed that the markets were bare and not many people were about. He tried to find his some town militia but he couldn't find any. He began to panic maybe a small army of highly trained warriors came in during the night and pillaged the place. As he was thinking about what could have happened a cloth was placed around his mouth and he was being dragged back to the palace.
"Master Yuan Shao, the has been an outbreak of a plague. We must get you back to the palace immediately."
Soon enough Yuan Shao was back in the palace thanks to the two guards who quite possibly saved him from illness.
Yuan Shao was in his study thinking long and hard about what to do, he was also waiting on one of his men to return with the figures of the medicine count. He sat pondering what to do and hoping he had enough medicine for all the sick citizens. After a long wait the man had returned with the results.
"Well, Master Shao. 1 in 4 people are sick with this plague which could be alot worse but then again it could be better. However we have a supply of medicine for the whole of Nan Pi, we can deal with this easily. I suggest giving the medicine away to the people. What are your thoughts sir?"
Yuan Shao listened to what the man had to say but he ignored his suggestions on what to do, Shao had already decided what to do whilst waiting for the man.
"Hmm, interesting. Last i remember was that we only had medicine for 1/6 of the population not 1/4, so we are low on medicine I see, sell it to the peasents 10x its original price but make sure they know this is a deadly plague that will kill them and their family, also tell them that there is only enough medicine for 1/10th of the people and its first come first serve. Oh make sure you tell them to buy as much as they can afford as it seems the plague will not die out for some time and they need all the help they can get to survive. Now go!"
The man left to spread the word and all of Nan Pi was worried about the plague, even the healthy one's. Everyone stockpiled on medicine, with some exceptions of course. It turned out it was only a very mild form of the plague which didnt last long and killed 0 people, however some people died from overdoses. Most of the medicine was gone in the city, Nan Pi wouldn't survive another plague due to the lack of medicine supplies but due to the huge profits made on selling the medicines they could buy 10x as much medicine as it had before, of course all the money was going straight to Yuan Shao's deep deep pockets.
Yuan Shao had successfully conned the people of Nan Pi out of hard earned cash all because of one man's greed, Just his luck.
