Zhang Liao heard that Zhi Fang went to Lu Bu's side to fight, so after much debating he decided to follow suit, he stole the white horse that he was watching and rode up to the north to find Lu Bu.
He came to Lou Yang cause he heard that Lu Bu sat his base there, He went to the gate, the guards ask why he came to Lou Yang I said to them, To seek the one called Lu Bu, " alright" the guards said and they opened the gate, I rode into the town on my horse and went to the palace hoping Lu Bu was there.
I open the palace doors and sure enough there was Lu Bu pacing inside the palace. Zhang Liao decided to wait till he was done

Lu Bu turned to the newcomer as he entered. He looked down at him and examined him with curiosity. Bu deemed that Liao was a warrior of great skill. He opened his mouth and his baritone voice echoed through the halls.
"Why have you come before me, warrior?"

Zhang Liao was somewhat intimidated by the mans size but size doesn't make for a good warrior in most cases, I am Zhang Liao. Perhaps you have heard of me perhaps not, I have left Wu when I heard that you were building an army so I decide to come up here and see if you are in any need of my services, he finished waiting to see what this man would say

Bu smirked with satisfaction. Warriors were answering his call even from Wu. He replied with excitement.
"Yes, I could use a new blade and I think you'll do nicely. Welcome to my army, Zhang Liao!"
